What or where is the best place / tour spots in the Philippines?
Is it still in Boracay Island Beach, Kalibo, Aklan or elsewhere ...
I have not been in Boracay but it has an excellent reputation as a beach resort that's what you want but there are many interesting places elsewhere in the Philippines. I would recommend a visit to Lake Sebu in S. Cotabato, Mindanao to get to know the T'boli animist tribes in the hills there. You can be sure of a welcome -. But many people do not like the idea of traveling to Mindanao Philippine though! - Due to small pockets of lawlessness. If you want the safest place. I mean the area to avoid the threat of Islamist terror or local insurgents but yet away from the threat of criminal gangs and the like Manila, cebu, then the area visits. On balance I think it's the safest places to visit in the RP, though you might not approve of the fact that petty street criminals have recently been mopped up by vigilante organization from shooting them dead motorcycles. The mayor seemed not to reject too much of this tactic, so I think it still goes on. But be prepared For many street beggars to home in on Cebu from all the surrounding islands and provinces.
