Do you need a transit visa from Manila to Edmonton Canada to catch the U.S.?
My sister was traveling from the Philippines with a working visa in Canada but we got cheapest fare requires a catch (2 hours) in the U.S.. He needed a transit visa for progress.
Best You have to contact Customs and Border Protection for the USA to see what their latest status is. Check their website and I believe (based on link below) he will need a C-1 transit visa, but was independent from any other new homeland security needs if he is fast in a plane originating in the Philippines.
