Is a person born in the Philippines from 1898-1946 (U.S. Territory / Commonwealth) a United States citizen by birth?
I know U.S. government changed its policy toward the Philippines several times. But for people born during that period, they are U.S. citizens?
No certainly not only based on birth. Thousands of Filipino WWII vets become U.S. citizens based on their service though.
