Getting married next month in Davao City, Philippines?

Does anyone know how fast it takes for a marriage license approved in Davao City Philippines. Because I only have 14 days, is it possible to expedite (speed) the process by paying a little extra. Money does not matter so people can speed up the process. And what about civil marriage itself. I guess my main question is, Is it possible (after I get my wedding certificate Manila) to be legally married in Davao with a 14 day span.
