well first, you is to ensure your business is a legal identity (DTI business REGN., SEC-cert if Corp.. or partnership), then register it with the bureau of Internal Revenue, and make sure you had also secure necessary permits from the local government unit concerned (barangay, mayor's permit), you can also register your company resubmit your personnel requirements (SSS, Philhealth, Pag-ibig). I'm not sure if the Department of Transportation will need to obtain a special permit for your agency, the better call them and ask them. If you intend to sell international flight ticket, I believe you become a member of IATA to get a good rebate and income. I want to say this is a lot easier, if you can get a franchise, however, it is fairly expensive I suppose. 'I Hopefully though little help (in me familiar with the travel agency ins / outs)
