Can an American citizen but Philippine high school graduate go to college in the USA?

American citizen who began his study in the United States, moved to the Philippines after the 6th grade to start 1st year in a private, Catholic high school, wants to return to America for college. Must I go back to high school in America (high school in the Philippines was only 4 years long) or I am limited to a college that accepts foreign students only?

I just spent hours looking at online application for North Texas State University where my wife wants to go and there is a longish section on citizenship and various options there. But the first question is "Are you a U.S. Citizen?" and if you answer yes, skip all the others. By an American birth certificate in hand, you are a citizen. American high school is only 4 years long, after 8 years of elementary school though in some system 7 & 8 are called Junior High or Middle School which will also apply to the 7th, 8th & 9th labeled high school district to offer 10, 11, 12. If you started Philippine High School after 6th grade and took only a total of 10 years, then the college will want to see close to what you had.
