The government of the Philippines is like to think that the recent flood-stricken country can be blamed from ..?

The government of the Philippines are seems to think that the recent flood-stricken country can be blamed from climate change or global warming. The Philippines compared to U.S., China, India and many European countries is a very very tiny contribution to global emission of gases that cause global warming. They are blaming the severity of the recent typhoons, like Ondoy and Pepeng, the result of Filipinos' lack of concern for the environment. Although unconfirmed, Philippine politicians turned climatologists, is believe that they should start protecting their environment. My question is, will produce emissions of gases in the Philippines can be blamed for the recent flooding in the Philippines? It may be more accurate if the U.S., China, India, Europe and Japan are blamed instead of the Philippines from their eimission runtime by the value of the Filipinos?

No one is to blame. People contribute less than 1% of all greenhouse gasses annually.
