If I have overstayed my visa in the Philippines and I leave the country, I can pay my outstanding immigration?

paid while I was out the Philippines, and then allowed to re-enter the country?

I got some bad news for you. The Philippines has control over the exit. You detained at the airport on your way out if you can not fix this situation before attempting to leave. You need to go to the nearest BIR office and let them calculate the fees and fines you owe. After you pay they will stamp your passport and bring you up to date. At this point you are allowed to leave the country. You DO NOT pay the fees and fines at the airport. What ever you do, do not try to sneak out without taking care of it. You can not imagine the sad status while you are held in immigration detention in the Philippines. If you think the U.S. embassy will bail you out, well, think again. What they'll do is send a consular visit once a month.
