It is a legal way of adoption?
In my novel, I want to have a mother to travel back to its birthplace – the Philippines – And adopt a child he spent time with a local orphanage. Arrangement is legally this possible? If not, how do I change the circumstances?
If he is an American, that is the orphanage run by a man (possibly a convent of nuns) are respected by local authorities. The Mother Superior says something like, "Do not worry.'ll call our lawyer in the morning and get the paperwork started. It is not difficult." She says it far enough in advance of when the adopting mother needs to leave with a quick scene where the local authorities by drops completed papers, the Mother Superior offers him a cup of tea, and get a chance to fill any information that readers are going to need more cup of tea. If the new mothers are single, you can make it official sensible to do some serious enticement over tea, and add a whole new excitement. Of course, you also make a plot line involving the papers not getting done on time, or some cousin of the child would definitely not stable but to afford child care, and a local judge explains it to her cousin and signs. Or whatever. There are many possibilities for the plot, but truth is a bureaucratic shuffle of paper, and little more. Some fees, no doubt.
