philippines passport renewal form

I live in Georgia, and I need to renew my Philippine passport, and as I read what I search internet I need to appear personally in washington DC ... I have a friend in Alaska he renew his phils. passport and he just do it by postal mail, he only get the form to the agency where he bought his air ticket for his visit to the Philippines, and now his passport will release, so u guys can help me if it is okay that I have my file changes by mail only? Thanks to all of u. ..
