Power situation in the Philippines ... and solutions to them ...?

I am traveling to the Philippines shortly, and I was bringing some electronic device to me. Being from the U.S., all my electronics use 110 volts and the criteria for which I see going around is 220 volts. The power there, from what I have heard, have a tendency to unstable and is prone to voltage spikes. My question is I would need a transformer to step down the power and a voltage regulator to ensure it remains at a safe level? Or, have a combination of two things should I look? Also, if anyone has any suggestions as to a product, be extremely appreciated. Thank you for your time.

Voltage regulators are installed here as a matter of course. All our laptops are attached to the AVRs, for your information. Just being safe and protection of expensive equipment.
