Anyone can provide footage of officials pound drowning dogs?
In Manila, the Philippines, it was discovered Cagayan de Oro city drowning dog pound officials as part of their experimentation to find a more "humane" way of euthanizing unwanted animals. I'm doing research on this topic, there are some articles online about the story but I haven found in any of the links to the footage that was previously circulating in the local news.
