Where to go to Cebu, Philippines?

I'm going to Cebu for a week and I was wondering where to go. I'm looking for beaches and nice (cheap) hotels with not too many people. I must hop on one island in the boat? How much should I expect to pay per day for hotel, food? How much should I expect for 1 hour jetski? Any info would be appreciated.
